Across the country many people engage in recreational boating. In 2008 there were over 12 million registered recreational boats in the United States, and nearly 8% of these were in Florida (US Coast Guard, 2008). Launching boats from publically available ramps is one of the primary methods of marine access. Within Florida, nearly 25% of all boating related trips in 2007 involved launching a trailered boat from a publically available ramp (Florida Fish and Wildlife Conservation [FWC], 2009). A stated choice model is used to estimate wetland mitigation preferences. In a split sample mail survey, a main effects design is compared to a randomized design. Although randomized designs estimate main effects less efficiently, several policy relevant interactions were found to be significant, suggesting some merits of randomized designs.

Payment-for-Ecosystem-Services (PES) programs are gaining appeal as flexible approaches to inducing the voluntary provision of ecosystem services (ES). Farmers, who manage agricultural ecosystems, provide important nonmarket ecosystem services to the public by their choice of production inputs and management practices. Does economic endogeneity of site facilities in recreation demand models lead to statistical endogeneity? AgEcon

Different kinds of endogeneity problems in Random Utility Models of recreation demand have been studied in previous literature. Some site characteristics, like facilities, could be endogenous in an economic sense due to the interplay of supply and demand. That is, it may be that more popular recreation sites tend to have better site characteristics since managers with limited budgets would be more willing to invest in them. If recreation site improvements are more likely to occur at the more popular sites, then might this economic endogeneity cause problems for econometric models linking site demand to facilities. In this paper, we use Monte Carlo simulations to test whether this economic endogeneity will lead to statistical endogeneity.

Economic Incentives for Controlling Trade-Related Biological Invasions in the Great Lakes AgEcon

Ballast water from commercial ships engaged in international trade has been implicated as the primary invasion pathway in over 60 percent of new introductions of invasive alien species (IAS) in the Great Lakes since 1960. Recent policies have recognized that IAS are a form of biological pollution and have become focused on preventing new introductions. Given that emissions-based incentives are infeasible for the case of biological emissions, we investigate the cost-effectiveness of various performance proxy-based and technology-based economic incentives to reduce the threat of new invasions of Ponto-Caspian species in the Great Lakes.

The manner in which WTP survey responses are elicited has received much attention in the nonmarket valuation literature because of the potential bias that may be introduced via alternate response formats. One issue of particular concern is that of incentive compatibility. Several studies have concluded that response formats that present a series of valuation questions are not incentive compatible. While the single dichotomous choice elicitation format reduces the amount of information collected, multiple-bounded elicitation formats may yield biased, unreliable results. Incentives to Supply Enhanced Ecosystem Services from Cropland AgEcon

This paper examines the willingness of farmers to participate in hypothetical programs that would pay them to adopt cropping practices that enhance provision of ecosystem services from agriculture. A survey of 3,000 Michigan corn and soybean farmers elicited willingness to adopt four sets of cropping practices that reflected increasing levels of environmental stewardship. Acreage enrollments in the programs were modeled using hurdle models. The acreage that farmers would be willing to enroll depends chiefly on farm size and the perception of environmental improvements from the practices. When environmental quality enters random utility models linearly, welfare measures are convex in quality. The convexity is partly due to site substitution, and it has policy implications for whether changes in quality should be concentrated or diffuse. These functional form effects are illustrated in a model of Great Lakes fishing.

The public demand for ecosystem services measured by willingness to pay (WTP) in contingent valuation studies provides important information for designing Payment-for-Ecosystem-Service (PES) programs. However, the hypothetical markets for contingent valuation and respondents’ unfamiliarity with certain ecosystem services may increase their preference uncertainty, which may increase variance and even cause bias in WTP estimates. Stated choice experiments about ecosystem changes involve complex information. This study examines whether the format in which ecosystem information is presented to respondents affects stated choice outcomes. Our analysis develops a utility-maximizing model to describe respondent behavior. The model shows how alternative questionnaire formats alter respondents’ use of filtering heuristics and result in differences in preference estimates. Empirical results from a large-scale stated choice experiment confirm that different format presentations of the same information lead to different preference parameter estimates and error variances. A utility-theoretic model indicates that mitigation prices for wetland ecosystems depend on preferences and technical knowledge. Empirical analysis found gaps in respondents' knowledge about such ecosystmes. Valuing wetland types requires dealing with respondents' possible misinformation, by developing tools for informing respondents or by combining service-based valuations with valid technical data.
